year beginning 1st July 1968. By the end of January 1969, Hong Kong had shipped 101,000 pieces; that is, rather under seven-twelfths of the total.

By the they have concentrated their efforts on the so-called women's anoraks. time the Swedes asked liong Kong to suspend the issue of export authorisations for women's anoraks, actual exports plus outstanding E.A. s, for the period 1/7/68 to 20/12/68, aunted to 15,000 pieces; the bulk of these garments have by now been shipped, so exports in the last seven Lonths have been not much short of four times the lovel for the whole of 1967, and well over double Swedish

As the latest Swedish production in 1967 of women's synthetic anoraks. production figures available were for the third quarter of 1968, and Hong Kong exports did not start to shoot up until the autum, there is no statistical proof that the industry has suffered injury; but it seems inconceivable that such a massive influx of cheap imports this winter should not have considerably reduced demand for the domestically produced product. (Swedish consumption of

noraks, which had been growing steadily up to last summer, dropped back in the third quarter of last year to much the sare level as a year previously).

In view of the substitution problem, it was agreed that it would be sensible to have a combined restraint level for men's synthetic and women's continuous synthetic anoraks, for the year ending 30th June 1969. The fi ure is to be 795,000 pieces that is, the men's anorak restraint level (180,000) plus exports of women's anoraks since 1st July, 1968, outstanding export authorisations, and the renewal of certain D..s which had lapsed (615,000). At tuis rate, the Hong Kongers will, at a rough estimate, be supplying something like two-thirds of Swedish consumption of synthetic anoraks during the current restraint period. Not unnaturally, the Swedes are bitterly regretting that they did not insist on restraint on both men's and womer.'s unoraks last summer, when, on the basis of 1967 performance, they could have asked for a level some 450,000 pieces „ower than the present level.

Our consideration of this item was confused by the fact that the Swedes, when asked for statistics not just of wool but of all types of men's knitweur, produced figures which included roll-necked continuous synthetic shirts (the

It seems that these shirts are fabric for which was described as "nylon silk"). produced by the knitwear rather than the shirt industry in Sweden; in fact this proved to be something of a bone of contention between the spokesmen of the two sectors of the Swedish industry. However, we eventually established that Swedish production of men's knitwear of all iscontinuous spun fibres (wool, acrylic, rayon, cotton) had failen by 131,000 pieces in the first three quarters of 1968, compared with the same period of 1967. Meanwhile, imports from Hong Kong, had increased as follows:

Men's knitwear all fibres

wool only

Judg

11 mths.07

437,000 341,000

11 mths.68

756,000 464,000

Here again, however, the upsurge in Họng Kon, wool exports came from October onwards too late to be rected in the most recent Swedish production figures. Actual exports plus outstanding b..s since 1st July 1968 amounted to 558,000 pieces, compared with 356,000 pieces for the whole of 1967, and (at a rough estimate) something like 1,024,000 for total Swedish consumption of men's wool knitwear in 1968. Imports from Hong kon are now running at a rate half as much again as Swedish production.

It was agreed that it would be best to agree a combined restraint level for men's and women's knitwear. The new figure, for the year ending 30th June, would be 2,238,000 pieces; that is, the restraint level for men's wool and acr, lic knitwear (1,675,000) plus actual exports of men's woollen knitwear, outstanding and lapsed export authorisations (563,000). The new restraint level does not cover men's acrylic knitwear.

The Hong Kongers took a tough line on tris from the outset, but the Swedes argued with equal determination that they were under instructions to persist

It seemed almost certain until they obtained agreement to a restraint on shirts.
