Referring to the composition of the Norwegian delegation; Mr. Haerum said while he appreciated the reasons behind the Hong Kong Government's reluctance to have industrial advisers present at all sessions, he was dependent on the practical knowledge

of the Norwegian advisers to evaluate the facts and statistics. These advisers had no direct connection with any industrial enterprises but were directors of textiles associations. He suggested that
