Memorandum
Acting according to instructions received from my
Government and with reference to the exchange of letters on July, 4th, 1968, regarding the introduction of the Export Authorization system for certain non-cotton goods I have the
honour to inform you as follows.
The Swedish Government is seriously concerned about the heavy increase lately in Export Licences and outstanding Export Authorizations for certain goods referred to in the above
exchange of letters. Since the increase tends to seriously damage the Swedish garment industry the Government would like the Hong Kong Authorities to discontinue immediately the issue of Export Authorizations for the following goods:
1. Anoraks and similar jackets of continuous synthetic fibres for women and girls (ex 841.751).
2. Dress shirts, not knitted or crocheted, wholly or mainly of artificial fibre (ex 841.764).
3. Jackets, jumpers, sweaters, cardigans and pullovers, knitted or crocheted, wholly or mainly of sheep's wool - including lambs' wool - men's and boys' wear (ex 841.462).
With reference to the abovementioned exchange of letters
as well as Article XXII of Gatt the Swedish Government desire
to enter into consultations with the Hong Kong Authorities in order to find a solution to the present alarming export
situation.
