The operation of the scheme and conditions of participation

(a) The Department will accept application for export

authorizations in respect of the three items mentioned above with effect from 9 a.mII - on Monday, 9th December, 1968. Each applicant will be permitted to apply up to a maximum of 20% of the quantity available in each category.

All applications must be supported by documentary evidence of firm contracts in the form of:-

(i)

the originals of contracts placed by Norwegian buyers;

(ii) the originals of contracts placed by Hong Kong exporters with Hong Kong manufacturers;

(iii) originals of Letters of Credit, if opened.

(b) All applications received by 5 p.m. on 9th December,

1968 will be considered together and approved on a pro rata basis if necessary. Applications for any balances remaining after 9th December, 1968 will be processed strictly on a first-come-first-served basis.

(c) Application forms for export authorization can be

obtained from the Department's Textile Licensing Office, 2nd Floor, Fire Brigade Building, Hong Kong.

(d) Any applications which are incomplete or incorrectly

completed will be rejected.

(a) Goods shipped under this scheme must be manufactured in

Hong Kong by factories whose registration for certificates of origin is valid.

(f) Export authorizations approved under this scheme will be

valid for three months from the date of issue. extension of the validity period will be granted.

(g) Companies failing to ship at least 95% of the quantity

approved may be precluded from participating in any similar scheme in future.

(h) Applications for export licences to ship against approved

export authorization must be made on Form C. & I. 353A (Revised), supplies of which are only obtainable from the Department's Textile Licensing Office on the 2nd Floor, Fire Brigade Building, Hong Kong. They must be submitted in quadruplicate and exporters are required to send the fourth copy of the licence, which will be endorsed by the Department's licensing examiner, to their Norwegian importers in order that the latter may secure entry of the goods. In cases where the Hong Kong exporter is not the manufacturer of the goods in question, he may omit from the quadraulicate copy of the application the manufacturer's name and address.
