Jordan should go to Stockholm for exploratory
discussions and Swedes are now expecting him
on 7 January.

2. Board of Trade, who are anxious to participate
in substantive consultations since there are
important matters raised by the Swedish request,
would have preferred London as the venue but they
have agreed to Stockholm, Hong Kong being in any
case an unacceptable venue to the Swedes. At
discussions with Board of Trade at which Jordan
was present, we decided to press for more detailed
information and justification from the Swedes than
is given in Stockholm telegram No. 19 by the middle
