Hong Kong Textile Exports to Sweden

The exchange of telegrams between Stockholm, London and Hong Kong resting with Hong Kong telegram No.2293 was discussed in Mr. Goldsmith's room this morning. Those present were Mr. Jorden and lir. Sellers of the Hong Kong Government, Mr. Stewart I.1, Mr. Carter and Mr. H.Stewart of the FCO and myself.

It appeared that the Swedes were not able to see Mr. Jordan in Stockholm on January 3 as proposed but were suggesting instead January 7. Mr. Jordan intended to consult his Government as to whether he should go. It was agreed that there would be no objection to his doing so and that it would be a good opportunity to press the Swedes to provide the full information and statistics required to justify their case for further restraints and to provide these in good time for them to be considered fully before the substantive consultations took place.

As to the venue for the consultations, it was agreed that although there would be some advantage for us in London, the best course would be to hold the discussions in Stockholm, where it would be easier to apply pressure on the Swedes and to cross examine them about/statistical position. The best time for the consultations would be the beginning of February and, assuming that Stockholm was agreed as the place, the Board of Trade would be present.

It was also agreed that there were a number of strong reasons why all three items on which the Swedes were requesting restraint should not be conceded and that in order to avoid these, we should be prepared to accept restraint on only one of the items; the Anoraks classified under Hong Kong statistical number ex.841.751.
