2. We share your concern at these unsatisfactory developments and especially at the Norwegian request for additional restraints in the non-cotton field.

3. In order to offer meaningful comments and advice on non-cotton items, like you, we shall naturally need time to study whatever statistics and arguments the Norwegians are able to produce. We are therefore pleased to note your strong reaction to the Consul General's letter and

the fact that the objective of the Hong Kong Delegation to Oslo will be confined to getting the facts and figures established and reporting back.

4. We shall, naturally, give you our comments as quickly as possible after we have had xxx the chance in London to examine the substance of the Norwegian case deployed

next week.

5. We are considering the question of U.K. representation in Oslo and shall cable again on this.
