We set considerable store by the agreement to
proceed on non-cotton items in full consultation so
that we have an opportunity to offer comment and
advice before commitments are entered into.
We would
expect to have this opportunity before you reach an
agreement ad referendum (which is after all not far
short of a binding commitment).

While UK representative at talks will of course
play full part in assessing significance of the
complete figures and the strength of the case they
present, we suggest that missing statistics in respect
of existing and new non-cotton restraints should be
telegraphed to Hong Kong and London as soon as they
are available; and that time-table discussions should
be so ordered as to give us in London an opportunity
to consider the details of the case.
