HONG KONG NAVEGIAN 1 GOTIATIONS

I attach a draft telegram to go to Hong Kong signifying our agreement to what they propose, but drawing attention to the weaknes of the Norwegian case. We do not believe, and the Norwegians apparently did not seriously argue, that the conditions of Artiolo XIX had been met.

2. I was socewhat surprised to learn that the agreement,

or arrangement, had been initialed by both sides. This secced to ne to set ratuer too final a seal on what was açre d and I suggest that on another occasion we would do well to avoid auch a situation arising, if that has been agreed is really to be regarded as "ad referendum".

3. The fact that the restraint on blouses has been dropped is in our view the one considerable advantage, presentational y, to be set off against a continuation of the existing restraints for anotime year, plus one new restraint.
