We haveheard nothing from Oslo or Hong Kong about an extension of the existing agreement boyond September 30th next, though we have just reccivod a copy from llong Kong of the record of the informal discussions which wore hold in Oslo on June 19th, at which the liong Kong side invited the Norwegians to begin consultations on the non-cotton itomo at an carly duto, find out for certain whother a dato has been fixed for negotiations

We could by coing to Hong Kong direct, but the Morwegian authorities should have arranged the eeting, if one is to be fixed, through H.. Embassy in Oslo and I would see considerable advantage in raising the question there rather than in Hong Kong.
