I am sure you will agree that it is essential we should get the issues argued at such length in the recent series of telegrams between us on the Canadian negotiations settled as soon as possible. Otherwise we shall shortly be in an equally embarrassing position vis-a-vis the Norwegians.

I hope we can all agree now on one point at least: that the Canadians were not and are not bluffing.
