Eventually he was persuaded after reference back to Canberra on two occasions to increase the level for exports of finished cotton drill, of 6 - 15 oz. per square yard, to 950,000 square yards for the year 1st July 1969 to 30th June 1970, and to grant immediate liberalisation of all other cotton items formerly under the E/A surveillance scheme. While in terms of real trade this liberalisation is not significant, it has substantial presentational value and preserves Hong Kong's policy of narrowing restraints to the particular item causing or threatening to cause market disruption.
