Reference is made to the Memorandum of Undervanding importation into Australia from Hong Kong of cotton

Lonimo, dungarees and jeans agreed ad referendum in long on 3rd May, 1968, by representatives of the Hong

Australian Coverments and formally accepted by the Duruldan Govenament on 20th June, 1968, and by the Hong ng Government on 11th July, 1968.

The Memorandum provides, inter alia, that

(a) both Goverments will keep the trade under

close surveillance;

(6) if evidence indicates that the volume of

such imports is increasing and that major Australian users intend to continue a policy of using such fabrics imported from Hong Kong at an increasing level to the detriment of Australian producers, both Governments will be ready to consult

urgently under the terms of Article 3 of the G.A.T.. Cotton #extiles Arrangement.

In order to facilitate the surveillance of the o Hong Kong Government has introduced an export zablon scheme. for these febrics. In proposing such me during the talks in Hong Kong, Mr. D.H. Jordan,

During the course of the consultations in Hong Hay, 1968, Australia sought to have exports of thees from Hong Kong to Australia restricted to 1.5 mill.. -2. yà. p.&., a figure somewhat above the annual level of resptalku provided for in Annex B to the G.A.T.T. Cotton Textile Arrangement.

In examination of Australian import clearance, cz. 2 months basis shows that for the 12 months 6.10t 1969, imports of these fabrics from Hong Kong moveded Le Level by over 100,000 sq. yà. to reach a level of 1,628 million sq. yà. For the 2 months period ending February 1969, imports rose to 1.635 million sq. yd.
