Please refer to your enquiry EIC 711/2 of 16 February concerning recent changes in Algerian import procedure.

The position is as follows: Ordinance no 68-35 of 2 February 1968, published in the Official Gazette of 6 February, intorduced a completely revised customs tariff with effect from 6 February. At the same time the Ministry of Finance and Planning cancelled its earlier instructions (Avis no 49 of 10 June 1967) making the import of all goods, not previously subject to import restrictions, dependent upon the prior approval of the Central Bank of Algeria. Thus importers may once again purchase freely those goods which are not subject to quota or other restrictions. However, the imposition of the new duties has made the import of most consumer goods a very expensive affair. Examples of the new duties for the general tariff (1.e. non preferential), are quoted below:

This is, cause importers to think twice about placing orders. of course, the aim of the Algerian Government: a regime of austerity on the Algerian people, and to divert funds usually used to finance imports into the establishment of new local factories whose goods are to replace imported articles.

This makes very discouraging reading for you, I fear, and I am sorry not to be able to be more cheerful, but the fact remains that imports of most consumer goods into Algiers is likely to be severely curtailed, particularly from Hong Kong, in the immediate future.
