Similarly in the concluding paragraph of a Note it is the British Embassy in Algiers which renews its expressions etc., etc.
In addressing the Algerian Government in this way we are clearly doing so on behalf of H.M.G. in the U.K. and I should have thought that a purist in the Algerian Ministry of Foreign Affairs would have been entitled, if he received a Note drafted in the form suggested by the Governor of Hong Kong, to say that the Algerian Government has no diplomatic relations with the Government of Hong Kong, that the British Embassy in Algiers is not the Hong Kong Embassy and that it cannot therefore entertain a request formulated in this manner.
4. In short, is not the correct formula, when an Embassy addresses a request of this kind on behalf of a colonial government to a foreign government, to do it in H.M.G.'s name, the operative paragraph thus reading:
"H.M.G. would therefore be grateful if the Algerian
Government could revert
