Mr. Wilford took careful note of the points which I had explained to Mr. Jordan and agreed to get off a tele- gram to Hong Kong last night.

I have, since dictating this minute, seen a copy of Mr. Stewart's minute to Mr. Carey of September 5th and I can see no difference of substance between what I reported to Mr. Jordan and Mr. Sterart's version of what I ought to have reported. In any event, I telephoned Mr. Carey before Mr. Jordan arrived to invite him to be present if he wished. He said he was content to leave it to me.
