I think I must ask you to elaborate on the general observation the Hong Kong Government has made that the Board of Trade draft record of this meeting is unacceptable. disagreement (in some detail) with the draft as it stunds should be put on record.

You have asked in your final paragraph for clarification on the point whether the views expressed by Mr. S. Stewart at the meeting were the considered views of the Bourd of Trade. The best way to judge whether this was the case or not might well be in thelight of the decisions eventua lly reached - as you know with the concurrence of the Board of Trade the handling of the Canadian negotiations.
