I am writing to inform you that the Hong Kong Govern- ment has decided to restrain exports to Canada of the garments indicated below for a period of twelve months from 1st October 1969.

weight polyester, and of blended polyester/polynosic fibres;

During the period of restraint it is the intention of the Hong Kong Government to allow any of the category limits to be exceeded by not more than 10 per cent, but the aggregate of the three category limits will not be exceeded. For this purpose the following conversion factors will apply:

I have been asked to inform you that this decision would be reviewed:

(a) if it came to be regarded as establishing a pre-

cedent for other countries to follow, or

(b) if as a result of the decision, Hong Kong was

thereby penalised in relation to her competitors in the trade, or

(c) if this should seem necessary to the Hong Kong Government, in the light of any changes in the circumstances affecting international trade in textiles and garments.
