2. As I understand it (and I would be grateful for
your confirmation) there are three subjects which
you wish to be discussed:

(a) You have asked that Hong Kong's views
be fully heard before any policy proposals
are put to Ministers on the matters of
principle referred to in paragraph 1 (b) of
F.C.O. telegram No. 542;
(b) you are asking us to produce an answer for
(c)
transmission to your Textile Advisory Board
clarifying precisely the Hong Kong Govern-
ment's position with regard to authority
to conduct negotiations on textile problems;
the question of the extension in time and

in kind of the restraint agreements with
Canada.
As regards (a) you will have the opportunity
which you want. What I cannot guarantee is that
the conclusions which the Board of Trade will then
present interdepartmentally, first to officials and
later to Ministers, will fully accord with Hong Kong's
views, but your views will certainly be taken into
account.
4. As regards (b) I have written more fully in my
personal letter of 22 August which should reach you
very soon. I should be glad for confirmation that
you really are prepared to see the situation spell
out. My strong feeling is that the outcome, which
