We gladly agree to the proposal in your paragraph 4
that an officer of your choice should come to London
before policy proposals are put to Ministers. We think
that the most advantageous timing for his visit would be
a week hence although unfortunately Hughes will not then
be available. We suggest you arrange that your officer
is available for consultations on 28 August and if you
advise as soon as possible who is to represent you both
we and the Board of Trade will try to arrange suitable
meetings. We will in any event ensure that the views
expressed on your behalf are taken into full account.
