That this has been done is very largely the work of Sir Anthony Part, the Permanent Secretary at the Board of Trade. I know that he is going on leave at close of play today and I wondered if you would have a moment to ring him up on the telephone and say how grateful we were for his assistance in resolving this tiresome problem.

The real hurdle over which we had to get in this affair was a relatively junior member of the Board of Trade who ultimately had to be over-ruled, and this it was that Sir A. Part did.
