On basis of all this information you could undertake to consider Canadian case urgently with ourselves, and say that. wo will do our best to reach a decision as soon as possible. Wo have to examine the case for voluntary restraints in determining our line for the GATT Cotton Textiles Committee, and we shall be consulting you in that connection.

Meanwhile we are urgently seeking information about the current position with regard to restraints on Japanese oxporta to Cruqda which would soon to be relevant.

7. To help to avoid embarrassment to yourselves we have it in mind to ask High Commission in Ottawa to explain our doubts and difficulties to Canadians.
