Anglo-Japanese Trade Negotiations
I sent you under cover of a minute dated 30th July a copy of a letter to Mr. Carey from Kr. Stuart Douglas of the Derby Group and a suggested draft reply.
We have now discussed the draft reply within I.1. and decided not to trail our coat about the possibility of persuading the Japanese to accept any extension of export controls or orderly marketing arrangements beyond 1975, and to make it clear that the British Textile Industries may have to accept liberalisation on 1st January 1973. Mr. Carey has therefore now replied to r. Stuart Douglas' letter in the terms of the enclosed cony letter.
