Letter from British High Commissioner

to Canadian Minister of Finance

I am writing to inform you that the Hong Kong Government have decided to restrain exports to Canada of the following garments made from polyester fabrics and from blended polyester/ cotton woven fabrics of major weight polyester to the limits indicated below for a period of twelve months from 1st October 1968.

During the period of restraint it is the intention of the Hong Kong Government to allow any of the category limits to be exceeded by not more than 10 per cent, but the aggregate of the three category limits will not be exceeded. For this purpose it will apply the following conversion factors:

The Hong Kong Government will be announcing their decision I have also been asked to inform you that this decision would be reviewed:

(1) If it came to be regarded as establishing a precedent for

penalised in relation to her competitors in the trade.
