Unless the answer to the second question
is "yes", our representations would have reduced
force. On the other hand, we would need to
think very seriously before embarking on a course
which might embitter relations with Canada.
In short, I doubt whether we can rely
on the sort of arguments which Shaun Stewart
has used as a sure way of preventing the
Canadians from taking unilateral action against
Hong Kong.
