To sum up, the Department believes that for the remainder of this textile year Hong Kong should:

(a) agree to sub-limits on towels at the highest

possible figure;

(b) refuse to count exports of cabinet towelling

against the cabinet towels consultation level;

(c) offer at the consultations to suspend export

licensing for cabinet towelling.

For the next textile year, the Department believes that Hong Kong should:

(a)

(b)

secure specific limits on towels within an extended Article 3 agreement, including the apparel categories;

secure growth on the towels limits;

(c) include cabinet towelling within the cabinet

towels limit to take account of as much as possible of this year's trade in cabinet towelling.

Negotiating instructions for the remainder of this textile year

(a) First position

It is proposed that Hong Kong should:

It is proposed that Hong Kong should accept the Canadian offers except that it should refuse:

(a) to establish a sub-limit in the fabrics

bilateral for cabinet towelling and

(b) to count exports of cabinet towelling against

the cabinet towels consultation level.
