The attached copy of a minute from Mr. S. Stewart to Mr. Dunnett in Board of Trade has just arrived. You will wish to see it but it is more useful at this stage as an indication of what we may be up against this afternoon than for any other purpose. Mr. Whitehead's view and mine would be that there would be no purpose in mutual recrimination between Hong Kong and ourselves over what Jordan was or was not told when he was in London at this stage. The talks are imminent and we must speedily decide what Hong Kong may be authorised to decide at them.
