Canadian Imports of Hong Kong Textiles.
I am sending you somewhat belatedly my notes on the meeting between David Jordan and Gorse Howarth on 27 June, which were mainly devoted to the subject of Hong Kong's exports of shirts to Canada. I have already sent a copy of these notes to Jordan and he has promised to send me a copy of his notes in exchange, although I have not yet received these. He will no doubt be getting in touch with you in due course about what the Hong Kong Government proposes to do.
2. My main purpose, however, in sending you this record is to let you see Howarth's presentation of the general Canadian approach to the problem of low cost textiles. While the gist of this is doubtless familiar to you from Robin Gray's reports and GATT discussions, it seemed worth recording as Howarth went into the subject for Jordan's benefit in some detail. (See page 2 of the record). You will also note that the Canadians adhered to their general line on the Stans initiative at the Ministérial talks in Washington on 25 and 26 June between Canadian and US. Cabinet
