UAR Consular Indorsement Fees
You will recall that Hong Kong wrote to you on 11 April, 1969 concerning this subject, and enquiring about the accuracy of statements allegedly made by the AR Representative to the GATT Committee on Trade in Industrial Products, held in Geneva between 19 and 26 March.
2. I am now enclosing for your information copies of the relevant pages of the official GATT Report of this meeting, which has only just become available.
5. I am copying this letter with enclosures to Hong Kong in case they have not yet received the official Report.

The representative of the United Kingdom said that the customs formalities with regard to documentation were complicated in the United Arab Republic. He had particularly in mind the following formalities:
Invoicing
Bill of lading ·
Certificate of origin
Other certificates
Consular invoices are not normally required but may be requested in order to certify current export market prices.
The commercial invoice should be prepared at least in triplicate, showing gross and net weight: freight packing and other charges including discount should be shown separately. For cotton piece goods particulars of length, width and net weight should be included. In the case of alcohol and articles containing alcohol, invoices should show gross and net weights, volume, tare and where applicable the nature and percentage of each substance used in denatured spirit.
Apart from endorsing the bill of lading with the non-Israeli clause, there are no special require- ments either in number of copies or in preparation.
A certificate of origin is required for all imports. It should be attested by a Chamber of Commerce and legalized by the Egyptian Consulate.
Special certificates are required for the importation of raw wool, fresh-and canned meat, preserved vegetables and vegetable products, butter and buttor substitutes, medicinal cod liver oil,' pharmaceuticals, shaving brushes, plants, seeds, honey bees, silk worm eggs, vegetable and animal oils and greases.
The reprosentative of the United Arab Republic pointed out that his country applied the Brussels valuation definition. The documentation requirements were not intended to hinder the free circulation of goods.
