Dear Department,

Please refer to our letter ECO 20/7 dated 6 May about U.A.R. Consular endorsements on commercial documents.

I now attach a copy of Presidential Decree No. 686 of 1969 which amends the two relevant sections of Docree 990 of 1967. Contrary to what we wore led to believe the ad volorum rate has been replaced by a fixed fee in each case. Unfortunately the fee introduced is slightly higher than the minimum rate previously in force which will not help the very small exporter but the change should represent an appreciable over all saving to exporters.
