Apart from doctrinal arguments, Jordan also referred in several cases to the ludicrou-ly low level of quota for imports from long non, as compared with total French imports, and said that, even if all imports from Hong Kong were liberalised, we could see no danger of market disruption from long on, because of the diversification of our exort markets. In the six items liberalised last year little trade had developed and there were no applications for several quota items.

ith regard to the administration of quotas for 1969 Collin gave assurraces similar to those given on cotton goods, after we had protested about the delays that occurred at every stage in 1963. ile agreed

(a)

to consider transferrin, from the 1'examen simultane list to the au fur et a mesure list items for which there had been no devand for import licences in 1963, or for which such demand had been les them the quota;

(b)

that the Notice to Importers would be published within the next two weeks or so11;

(c)

that applicants who had received and failed to use licences in 1968 would be debarred in 1969;

(d)

that the French would supply, via the British Embassy in Paris, the list of successful applicants for import licences;

(e)

that the Notice to Importers would make clear not only the items liberalised for 1969, but also those liberalised in 1968, which had never been publicised.

ile said that for items in the au fur et a mesure list licences would be issued within a week of application; and that for items on the l'examen simultane list, it would take a few days' more before the licences were issued.
