You may like to consider whether such points should be raised at any stage and what forum would be appropriate. It seems unlikely that the residual restrictions meeting would be a suitable opportunity and I gather that, if Hong Kong makes any statement, it is likely to concentrate on the discriminatory aspects of its own position rather than on generalities. However, it might be possible and desirable to raise issues of this kind in the Industrial Products Committee when they reach category IV.
