Following considerations between the Board of Trade
and this department, it became apparent that the only possible line to take was in fact to press the Italians to agree to dispense with Consular endorsements and if necessary to hint that requirement for Commerce and Industry Department certificates could be introduced. The Embassy in Rome then made more unoficial soundings of the Italian authorities and concluded that the principles of Certificates of Origin on goods from Hong Kong and Italian Consular endorsements of those certificates, so firmly established that no amount of unofficial negotations will change the position. Accordingly the Board of Trade drafted a Note Verbale which,in the attached draft letter,is submitted to the Hong Kong Government Office for their consideration.
