I am resuming the correspondence about Italian Consular endorsements on Hong Kong Certificates of Origin which Myles Preston of the, now defunct, Commonwealth Trade Department was conducting with you.

2. Nash, of our Rome Embassy, has pursued the unofficial soundings he was making at the Italian Ministry of Foreign Trade but without much success, and now feels that a Note Verbale will be necessary. The Board of Trade have therefore drafted a note, which I am enclosing, without comment, for your consideration. Subject to amendment by your Department and ourselves we hope to be able to submit this note early in the new year.

3. To save further time over a matter already protracted enough I shall show this draft to Jordan on his visit here. If he feels able to deal with our necessary amendments on the spot then I shall telegraph you to that effect and go ahead without further delay.
