Consular Endorsements of Certificates of Origin Hong Kong
Would you please refer to correspondence ending with Miss Coghill's letter of 23rd January about the preparation of a draft Note verbale on the above subject.
The Foreign and Commonwealth Office have now forwarded the enclosed Note Verbale and we should be grateful if you would arrange for this to be submitted to the Italian Ministry for Foreign Affairs.
You will see that the draft has been strengthened and that it has now been decided to mention the GATT exercise on non-tariff barriers in this context.
In view of this you may find it useful to have, as background copies of the latest GATT report on fees for consular endorsement of certificates of origin and Hong Kong saving despatch of 30th June which in paragraphs 2 and 3 mentions this aspect specifically.
I am copying this letter, without enclosures, to Mr. I. R. Murray in the Hong Kong Department of the FCO, to the Consular Department of the FCO (with regard to paragraph 2 of your letter of 23rd August 1968) and to Miss P. G. Statham in CRE1
