Note of discussions between representatives of the U.S. Government and of the United Kingdom and Hong Kong Governments in Geneva on 13th October 1969, relating to the United States Government's request for negotiations for a comprehensive bilateral agreement covering exports of wool and man made fibre textile and apparel products from Hong Kong, and the Hong Kong Government's Note in response to the request.

Sir Eugene Melville opened by welcoming the

U.S. delegation and introducing the U.K. and H.K. delegation.

He noted that the H.K. Government had responded quickly

to the request of the U.S. Government for negotiations

for a comprehensive bilateral agreement covering exports

from Hong Kong of wool and man made fibre textile and

apparel products. The U.S. delegation would by now have

studied the H.K. Government's Note and would no doubt

wish to open the discussions. He emphasised that the

role of those on the opposite side of the table to the

U.S. delegation was principally to listen and to question

where clarification was thought necessary.
