Dear Mr. Lee,

In the course of our lunch yesterday I promised that I would send to you a copy of the formal reply of the Hong Kong Government to the U.S. request for negotiations for a comprehensive bilateral agreement en non-cotten textiles. I accordingly have pleasure in enclosing with this letter the text of the note which was handed3 te the U.8. Consul-General in Hong Kong by Mr. Berby, the Director of Commerce and Industry, on 10 October. A copy of this note was given to Vice-Minister Lee during the meeting of the GATT Cotton Textiles Committee earlier this month' and I understand that a copy was also handed to your Consul-General in Hong Kong.

However,

you will no doubt find it useful to have the text available in your Mission.

2. May I take this opportunity to say how much Kr. Abbott and I enjoyed the lunch which you were so kind to give us yesterday, I think that we managed to exchange some very useful ideas and I hope that we can keep in touch on these matters in the future.
