ing matters as to parade the subordination of Hong Kong

to UK. The Americans are perfectly well aware of the

true constitutional relationship and would be just as

likely to exploit, to their negotiating advantage, any

suggestion that you were isolated from HMG as to draw

conclusions damaging to Hong Kong from the close asso-

ciation between us which we desire these arrangements

should demonstrate.
