You may be interested to see the enclosed copy of an article in the Daily News Record, the leading American textile paper, on Sept. 12th. The part which is of interest is the statement that the United States will contend and try to prove (at the bilateral negotiations between the U.S. and Japanese officials) that some of the agreements between Japan and a number of other European countries and Canada are responsible for additional U.S. imports of wool and man-made fibre textiles. My own view is that the Americans may have some difficulty in proving their case, but they are undoubtedly right the Japanese will not be able to dismiss their arguments on this score very easily. No doubt the Americans will use the same arguments if and when they discuss their problems with Hong Kong.
