The Foreign Office draft holds the position admirably, but, as you know, we would attach very considerable importance to HMG being fully associated with any reply given to the United States on this matter, whether or not that reply is made by Hong Kong or by our- selves. In the event, the formula might be for the Embassy in Washington to deliver the reply on behalf of both Governments, emphasising our unanimity in the matter.

2. When the question of bilateral negotiations was discussed at the PCO meeting on 5th September, the Chairman made it clear, without dissent from anyone present, that our consent to voluntary restraint agreements between llong Kong and other countries could not extend to an agreement between Hong Kong and the United States. This would have to be considered, in view of the implications for world trade generally, de novo. The same principle must surely arise, a fortiori, in this case. However, I do not see that we shoul have great difficulty on this case; Hong Kong will, unless I am seriously mistaken, wish to resist the American initiative and will be keen to have our full support in doing so.

3. There is one addition I would like to see in the telegram, and that is a request for information on the outcome of the talks between Sir John Caperthwaite and Mr. Stans. I assume that the Foreign Office are aware of the visit and have been given a copy of Sir John's brief. The section on textiles would, of course, be of interest to us.
