It will indeed be interesting to see if the Americans can prove that some of Japan's agreements with European countries and Canada are responsible for additional U.S. imports of these textiles. For our part we do not accept anything like a concept of a fixed "pool" of textile production for which outlets have to be found in one place if not another.

3. One significant point in this press report is that Nehmer announced that "if the Japanese are thinking in terms of a selec- tive category by category proposal they can forget it" This reflects the point made by Stans to Cowperthwaite and reported in Washington telegram No.54 to Hong Kong, 1.e. the United States will have "nothing to do with the selective approach", This makes it even clearer than before that there is no prosepct of inducing the Americans to deal with their difficulties on an item by item basis under Article XIX.
