With reference to Hong Kong telegrams 42 and 43 to Washington, I am afraid I have not received the revised summary of restraints conceded by Hong Kong dated 17th September, which is apparently an up-dating of a circular memorandum prepared by the Commerce, and Industry Department in May.
I have however used the information available to produce a list of restraints and levels which you may care to have, and perhaps to pass on to the Commodities Department: I enclose two copies. This does not include any calculation for the percentage share of the domestic market represented by the restraint level, but neither does the circular memorandum referred to in the Hong Kong telegrams.
