SEC. 4. The President may increase an aggregate value 4 limitation established pursuant to section 2 of this Act on 5 the textile articles of a foreign country by such percentage 6 (but not more than 10 per centum) as he deems appro- 7 priate if such country enters into an agreement with the S United States establishing annual quantitative limitations 9 covering all of the textile articles of such country which be exported to the United States. Upon reaching, such

agreement the President may also increase any quantitative 12 limitation established by him under section 3 (a) of this 13 Act with respect to any category of textile articles of such

foreign country if he determines that the increase would
(1) reduce an undue concentration in the domestic market 16 of imported textile articles in any other category, or (2) 17 relieve special domestic supply or market problems. 18 SEC. 5. (1) The import limitations established under 19 this Act shall be administered by the Secretary. The Sec- retary shall issue such regulations as may be necessary to carry out the purposes of this Act.

(2) All determinations by the President and the Secre-
tary under this Act shall be final.
SEC. 6. As used in this Act-
(1) The term "textile articles" means top, yarn, fabric,
