How does the Prime Minister reconcile the recently

announced increases in U.K. textile tariffs with his objection

to the U.S. proposals on textiles?

This move was in no way due to protectionist motives and

we consider that the move away from quota restrictions, is a

major step towards freer trade. Our domestic industry will

have to reduce its costs considerably if it is to compete

by 1972 with a 15% tariff without quotas.

There is no parallel with any U.S. proposal to increase

tariffs. We have given no binding in GATT and the rate we

propose is moderate and not excessively protectionist.
