28. The graph at Annex H shows that the upward trend was only twice reversed during this period and then by a very small amount.

The graph at Annex I shows that U.K. production of broad woven cotton and man-made fibre cloth (in sq. yds.) declined by
32 per cent between 1961 and 1968. The whole of the decline was
accounted for by the cotton sector: production of man-made fibre
fabrics was static. U.S. production (in linear yards) over the
same period rose by 12 per cent, but this figure masks a decline
of about 18 per cent in the cotton sector and an increase of
120 per cent in the case of man-made fibre fabrics.
