(iii) In the case of Germany we hear that the Germans have recently announced a substantial increase in the quota for Hong Kong sweaters, and that as a result imports are effectively liberalised. It would be useful if you could find an opportunity to clarify the position with the Hong Kong authorities.
4. I attach as of possible use such figures as we have of the "benchmarks" established in the cases of Scandinavia, Germany and Canada. The information is sketchy particularly in respect of Germany and Canada. It would be useful if you have an opportunity to ask the Hong Kong authorities to confirm or amplify this picture. Our general impression is that the benchmarks established have been higher as time has gone on.
