Hong Kong: Talks with Mr. Stans

Many thanks for your letter of 13 May.

I am sending you separately four copies of a note which I have made of the meeting between Mr. Stans and his party and Hong Kong officials led by Sir J. Cowperthwaite which took place on the morning of Saturday 17 May. Mr. Stans mentioned the possibility of having a second meeting on Saturday afternoon but himself dismissed this as likely to produce no useful result.

As you ill have gathered from Hong Kong telegram No. 407, the atmosphere of the talk was by no means cordial largely because of a rather irritable reaction by Mr. Stans to nome rather pointed cross questioning of him by Sir J. Cowperthwaite about the opening statement which he had made when he was expecting Sir J. Cowperthwaite to go right into his own counter arguments. But you will also see that Hong Kong's reaction to Mr. Stans' proposals was absolutely firm and no passes have been sold as a result of

Mr. Stone' visit. In the event the Americans referred only briefly to the bilateral arrangements on non cotton textiles which Hong Kong has made with a few other countries. Nehmer commented privately after the meeting that this sort of arrangement was not what they were looking for and was not really of much help to their case.
