Mr. Secretary, did you go to Vietnam

SECRETARY STANS: No, I did not.

QUESTION: Would you endorse legislation under

those circumstances you have just named, sir?

SECRETARY STANS: It depends on the framework of

10

the legislation and it depends, on all of the circumstances

at the time.

I would not at this time endorse legislation because

A

10

11

12

13

I think a voluntary solution is highly to be preferred. voluntary solution can be worked out on the basis which I think would be much more favorable to our trading partners

than would legislation and would not necessarily

and

14

15

would not involve potential retaliation from other countries. Unilateral action is certainly much less desirable

than would either multilateral or bilateral agreements we

16

17

might work out.

18

QUESTION: Do you consider that the objectives.

19

that you had in the textile field were successful?

Did

+

20

you meet those objectives or were they unsuccessful?

SECRETARY STANS: I think we met every objective

21

except one which was a time table for a meeting that we

22

had hoped might be held in Geneva in June, but since we..

23

nothing to negotiate we did not negotiate.

We did state

24

our

case very thoroughly and very carefully in every country..
