Problem
I understand that Hr. Coombs is to meet Mr. Long on Friday and that - presumably in the context of Mr. Long
the recent visit to the United States to see Mr. Stans
question of the American desire to impose restraints on imports of non-cotton textiles will be discussed.

I recommend that we should make it clear to Mr. Long: (a) that we believe it right to continue to resist the American move for restraint, since we believe they
.have no economic case;
(b) that we hope and believe that the EEC and others concerned in Europe are still of this mind;
(c) that we hope Mr. Long himself is (as we believe him to be, and as we ourselves are) convinced that a GATT discussion of this issue would serve little purpose; (a) that we therefore hope that he would do nothing to
encourage the U.S. to try, to turn the expected meeting of the Cotton Textiles Committee in September (whose
Committee
proper concern is the future, if any, of the Cotton
Textiles Arrangement) into a conference on an arrange-
ment for non-cottons;
