I explained to Mr. Whitehead that Mr. S. Stewart's proposals at (124) were quite unaccep- table to us. He agreed, and for the same reasons and intends to speak to Mr. Dunnett on the telephone.

But you will see from (125) that on the same day as Mr. Stewart minuted, Mr. Dunnett's submission went forward to the Secretariat in the B.O.T. with Mr. Goldsmith's comments and our own reflected in it.

I do not know whether Mr. Stewart's views are likely to be taken into account at this stage.

3. In the form which it now takes I think the draft telegram to Hong Kong is suitable. But looking at paragraph 3 again and in the light of your own suggestion at (120), as well as in the light of Hong Kong's evident inclination to go her own way, I wonder whether we should not sub- stitute stronger wording for "it would seem advisable". Perhaps we should say "you should keep out of sight altogether ..."?
